It appears that the description of up milling and down milling is not correct. Up milling and down milling would be the direction of travel in relation to the rotation of the cutter to the material being cut.
a better explaination is provided here. I am sure the following description could be shortened to provide an adequate description

In the Image to G Code section up and down milling is used in a different context than describing climb or conventional milling.
