Offset home and jog caroussel

That appears to be the same improper behavior I experienced when using COUNTS mode.  Getting stuck at state=20 when attempting to jog.

I think you need do one of the following:

• Raise a new issue on GH
  • github.com/LinuxCNC/linuxcnc/issues
• Comment on the closed issue in GH and see if Andy re-opens it
  • github.com/LinuxCNC/linuxcnc/issues/2300
• Add to my existing (but stale) thread when I reported the issue.  Maybe Andy will see & comment on it.
