Is this a "run in place" or normal install?
Operation not permitted is usually when using run in place and not setting permissions, or on normal install if you run LinuxCNC as root user or with sudo.

It's a normal configuration, I did a new one.

Maybe I did something wrong, I can  reset.
If it persists could be something wrong about pb installation?

Try disabling "secure boot" in BIOS.

I disable secure boot and it continues to show the same error.

Could be something wrong in Probe Basic installation?

Yes it could be, so try installing it again, but be very careful to use "sudo" only when it says so.
And never use "sudo -i" or "su".

Yes, SIM works well, but when I migrate a functional config it won't launch. Can even load the hal components.

Install PB again.

If sim works, there is probably something amiss with the editing/adding your config, but very hard to pin point without more info.
