Easy way:
-download the official ISO from the downloads page, burn it to USB, boot the PC from it
-test as much as you like, start the includes sim (simulated) configurations, they do everything without a machine attached
-get an old PC with a parallel port or get an add on parallel card
-get some cheap TB6600 drives and motors
-cobble something together so it moves, some short rails and belts should do just fine
-enjoy, you will learn more form doing this than reading for months
=
If you feel like it, get a used industrial machine, plenty of those where you live, preferably with dead controls, retrofit it with Mesa boards, make chips/art/decor/money
Can be found from 1-5K, another 700-1200 for Mesa, PC, cables, ferules, crimp tools, maybe power supplies and other stuff.
You end up with a magnificent machine.
And sorry but i have to say this: requires absolutely following advice from others here. This is where some fail miserably, luckily very rarely.

I was thinking along Tommys Lines.
Price up:
Mesa 7i96s from EU Surplus
Meanwell MDR-20-5 power supply (5 volt logic power)
Meanwell MDR-60-24 power supply (24 volt field power)
Meanwell LRS-350-48 power supply (48 volt 7.3 amp motor power
3 x 50 volt stepper controllers
Estop button
See how much of your 800 EUR budget you have left
You might want to use a 10 amp motor supply if you have 4 motors

Me, too. Will start a new thread for that path.I was thinking along Tommys Lines.
I do understand the 5v logic and the motor power, but what does the "field power" do/ is forMesa 7i96s from EU Surplus

As the topic is quite changed from the original question it felt better to start a new topic with the new approach:
forum.linuxcnc.org/12-milling/55747-how-to-build-a-cnc-mill
