compile Gcode interpreter under Windows

Hello friends!
I download the source for NGC RS274 NIST Gcode interpreter, but I can´t compile with DevC++ nor Borland Builder C++ under Windows XP.
Please help me to know how I can do it.
Is only possible under Ubuntu?
What software I can use to compile?
