Yeah, I didn't think so, just grasping at straws. I am installing a new virtual machine to see if I can duplicate your issue.

Well, If it is any consolation it behaves exactly the same on this new installation of LMDE3.

It is something to do with the Cinnamon desktop but I don't know what.
I installed the mate-desktop-environment, logged out, logged in and Axis now appears as it should.

Go to Administration - Synaptic Package Manager then search for mate-desktop-environment

No worries.
After installing it and logging out it will show a login window. To the right of your name there is an icon, click on that and select the Mate desktop then login. It should remember next time.
You will need to set everything up how you like as it will start with their defaults.
