With Linuxcnc running and a  S1000M3 MDI command executed,
 what does:

halcmd show all | grep pwm

report?

(halcmd typed in a terminal window)

and then the voltage measured

Hi, above the picture.
with s1000m3 5 volts
with s2000m3 10 volts.
Why is s2000 already at maximum? How do I ratio 2000 to 24000 rpm?
So it seems to work?
So the problem seems to be in the VFD?

If 24000 RPM is the maximum spindle RPM at 10V, then in the .ini file:

[SPINDLE_0]
P = 0.0
I = 0.0
D = 0.0
FF0 = 1.0
FF1 = 0.0
FF2 = 0.0
BIAS = 0.0
DEADBAND = 0.0
MAX_OUTPUT = 24000.0
OUTPUT_SCALE = 24000
OUTPUT_MIN_LIMIT = -24000
OUTPUT_MAX_LIMIT = 24000

Do you have a link to the VFD manual?

I set the parameter to 3.
I'm starting to suspect that if I set values ​​above S2000, the VFD was running at maximum.
Tomorrow I'll make the corrections to the INI file and try.

Yes if the PWM scale is set for 2000, any PWM value greater than or equal to
2000 would result in a 10V output
