A normal work flow could be draw the part with a cad program
convert with a cam program
cut the part with emc2

Well of the choices you have dxf is the only vector one and you should use that. I saw a nice video on youtube for converting a dxf file to g code using pycam.... of course you might have to scale the dxf to the proper size using qcad or similar first.
