Hi
I have a running system with a mesa 5i25-7i77 setup running a knee mill with servos. If I wanted to add a stepper motor to the setup could the 7i77 handle both?
Or would I need to add an additional card?

If anyone has done it in a topic here I haven't found it.

You can do this but it typically requires an additional breakout/daughtercard connected
to the 5I25s P2 header
( Unless you want to drive the step/dir pins directly from the 5I25 pins )

A simple Mesa breakout like a 7I78 will work as will one of the ubiquitous "5 Axis Mach3"

Would the computer I am using to control a 3 axis servo machine with latency values in the attached picture work for driving a 4 axis by stepper motor?

Yes, that's fine ( it could be considerably worse and would still be ok )
