No movment from stepper motors

Good afternoon i am new to the cnc world and with all this covid time i have decided to dig into a diy cnc plasma i have installed linuxcnc mint 19 the easy way provided my tommylight. i have a mesa 7i96 board with china version of the tb6600 motor driver. here is a copy of my ini and hal file. I can get the computer to turn on the spindle output that that i am wanting to use to run the plasma but i have no movement from the stepper

Try turning the motors by hand when powered on, they should be stuck and not move easily.
If they can still be moved, the enable is not set or wired properly. For testing you can disconnect the enable wires.

there is a buzzing sound coming from the motors and when powered they do not move easy at all

Since these have a TB6600 and added optoisolation you might try 10000
for steplen. If this does not work you might try single ended drive:

7I96 +5 to step drive +pul and +dir
7I96 -dir to step drive -dir
7I96 -step to step drive -pul

Changing the wiring worked thank you another problem I now have is that I have 2.8 but I can’t seam to get it to run the second y axes I tried it as a y and I get a error I try it as a y tandem and motor don’t move any suggestion?

That may be expected until homing is setup and working
(and it doesn't look like any tandem axis homing is setup)

good morning here is my new files with home switches set up but i can still only to get one motor to move also i would like to know how to move my setup to the plasmac config with me building a plasma cutter

It looks like you are missing the "HOME_SEQUENCE" settings required for gantry homing
