All the spindle control stuff would be on TB3
(the SSR outputs for FOR and REV and PWM for the speed control)

Sorry, I was wrong:
The SSRs (that you would use for spindle FOR/REV) are on TB3,
but the PWM controlled analog output is on TB2

Not sure what you mean here
At the physical interface level there is no enable, but rather FWD and REV

No, spindle enable is just enabling the VFD, speed is controlled by variable voltage.so would the spindle enable be the variable voltage

To get the variable voltage, you set up the TB2 PWM output for spindle use in pncconf
The 7I96S manual shows the TB2 pinout of the analog output
7I96S Spindle + goes to a 10 or 12V supply (on a VFD this comes from the VFD itself)
7I96S Spindle out is the 0--10V analog voltage that goes to the Drives VIN
7I96S Spindle- goes to the drives COM pin and the negative pin of the 10 or 12V supply
