interpolated/Indipendent axis

I have to build a 4 axis milling machine, standard XYZS with rotary axis A mounted in X direction. I need to work on cilinder (XZAS) or on the standard XY plane (XYZS). For this i understand how to do.

When i work on the cylinder with XZAS i need two working method:

1) standard interpolation, for example to write on the cylinder or make incision on it
2) lathe mode, i need to turn A axis like a spindle (indipendent axis) and use XZ to profile

Can i configure the machine in this way?
Can i swap A axis from indipendent/spindle to interpolated with M-code?

I think so. Some of this might be useful:

That is about using a spindle as an axis, whereas you sound to want to use an axis as a spindle, but to the software it's all the same thing.
