This is more observation than speculation, but to put it succinctly the DXF file format is a hopelessly outdated historic relic. To make matters worse it unfortunately remains the defacto standard for 2D profile data exchange in many industries.

I'm also willing to bet that for every file you can make that works with an importer, I can match it with one that doesn't. Maybe this is a bold exaggeration, but it makes my point.

Why do you consider it outdated if I may ask?
This is all imho but I see that it does the job it was designed for and is widely accepted that doesn't make it a relic. I wouldn't blame the specification for file importers that don't work, I'd blame the programmers who pick and chose how to follow that specification. That doesn't imply the specification is outdated or at fault though. again , imho
