The drawing has the relay polarized incorrectly

The coil pin that connects to OUT- is RELAY+
This coil pin should have the cathode (band) end of the flyback diode

I would verify that you have the flyback diode installed correctly
by using a current limited 24V supply, so you do not destroy the 7I97 output
if you have the diode installed backwards

ok see the thing is that I am not necessarily trying to directly energize is. I still have the anilam servo board from the old setup and i am just trying to engage that relay because it will enable power to the amplifiers. I mean I hoped it would anyway.

Looks right. Be sure to add a flyback diode across the relay contacts.
 

That drawing the relay is wired backwards, output - to relay +, relay - to 0vdc.

Looks like I need to add some basic wiring diagrams to my Mesa Configuration Tool... the one that configures a lot of cards... yet to be released... well it's out there.

Peter is a 1N4007 a good choice for a flyback diode?

Yes IN4001 --> IN4007 are fine for 24V relays

(The OP just stated that the relay is a SSR so it needs no flyback diode)
