The hal/ini files are definitely broken, at the very minimum they seem like they were created with a quite old version of pncconf, worse, they have no step scaling settings...
If you want to patch this, I would suggest reading the LinuxCNC documents on ini file settings:
linuxcnc.org/docs/html/config/ini-config.html
Another option is trying JTs 7I96 configuration utility:
