I have gone back to teh onboard port and it will not load PathPilot
"OpenGL not supported" AND there are NO linux Mint drivers avaiable.

Does anyone know how to install a driver from DISK/USB I have a driver that is known to work but have no idea on how to install it.

What CPU chip are you using?

I ask because the onboard video Intel should "just work",
but if you have a very recent CPU (newer than the OS)
you would expect these types of video problems

The CPU is INTEL. Teh video side is also INTEL HD

Right, but what is the complete Intel CPU model?

The driver file is a DEB file

You can just double click on that and it should show the screen for gdebi package installer, if it does not, right click>open with>choose gdebi>ok.
If even that does not work, open a terminal and paste this:
sudo apt install gdebi
y

For the cpu type, open a terminal and type
lscpu
notice the number after I3

The label on teh box says Intel Pentium Gold G...54W/58W BX80684G5400

Maybe it is NOT i3 ??

That looks like i3- 7100 cpu.
There are two things wrong with your system, both wrong BIOS settings:
You have hyperthreading enabled, must be dissabled and your processor is set to run at 800 MHz ???
It should run much faster.
I do not know what Bios does your motherboard use, but do a search for it and see how to change that.
