Keep in mind that cheap plasma cutters and welders will never do the rated power/amps.
I tested a good quality 400A welder, it never went above 196A. Using a clamp current metter will show the current much closer to reality.
I also tested an old Merkle plasma cutter a while back and it was consistently doing 45 to 48A when set at 40A.
Hypertherm, Thermal Dynamics and Esab, all do a bit over the rated current or spot on, never less.
