well that's kinda silly. I had encoder 01 set to count mode but it might have been too early in the config. I placed the proper scale/filter/counter-mode in the connections.hal file from plasmac and we're kinda working.

I seem to have voltage values that are reasonable, although I had to modify the scale since it was going negative and plasmac screen does not appreciate a negative value.
