I see you already review the groups and rights, the last thing i can Think is the udev rules, you can google about the udev system this is haw Linux manage device events, however I really recommend you change the adapter for one with FTDI chip.

He has the one with FTDI chip, those are used to program other stuff throught them.
Can you please boot the PC from USB with the older OS that worked before and check if it is still working there, takes about an hour of time in total and would confirm it is an OS or configuration issue, not a hardware one.

I use a usb to serial adapter to talk to a GS2 VFD.
Today, I updated one of my machines with the 2.8.2 iso and I am having the same problem (dmseg shows ttyUSB0 goes away) because of brltty. I uninstalled brltty which fixed the ttyUSB0 issue but now I'm losing the network connections to the internet and the mesa 7i92.
