Unexpected latency issue

I think it was acting like a possible hardware issue like Rodw mentioned. I actually brought this up in conversation with the guys in my IT dept at work. They had a bunch of similar machines laying around so I was lucky enough to have them set me up with a better machine that seems to be working much better so far! Thank you everyone for your help. I set the other PC on the sideline for now.
