there is nothing really to disable in bios, it's very limited options
I started with 214.000 latency with isolcpus=1 noirqbalance is 110.000
but it's slow as sh*t
I think it was just a wrong purchase

Looks to be a pretty slow CPU, You might try a even slower servo
thread at least temporarily (say 1.5 ms)
Also isolcpus may improve interrupt latency but make
network timing worse on a slow machine.

I bought used dell optiplex 780 and can't even start the installer, screen turns black and that's it
md5sum is ok, windows7 boots and works ok, but no matter what I choose, install, graphic install or live cd it just turns to black screen

Boot, hold down "shift" button, when you get the grub screen press "E", then add:
nomodeset
after "quiet splash"

Optiplex 780 normally came with an add on graphic card, is it still there?
If yes, shut the PC down and remove the graphic card.
