Here is what i have:Also noticed your hal and ini file have some strange settings and values, but should work.
HOME = 160.0
FERROR = 10.0
MIN_FERROR = 1.0
MIN_LIMIT = 0
MAX_LIMIT = 170.0
HOME_OFFSET = 170.000000
HOME_SEARCH_VEL = 30.000000
HOME_LATCH_VEL = 3.00000
HOME_FINAL_VEL = 30.000000

Does the probe test button work?
Can you re post your hal and ini file now you have modified them including the io.hal file.
Have you actually put a feed rate in the run config. Can you show a screen shot of the run and config tabs

Phill uses only negative values and it works for him, so that is not important.
The important part is how those settings are related and how any of them can mess the Z axis functioning.
I did that so i can always have a look at dro and know exactly how high the torch is in relation to the material surface, even during cutting.

What puzzles me that all axis work as I want them to do.
X/Y pos values from 0,0,0 and negative on Z. Like a milling machine, you move the tool.
Maybe I am wrong ?

This is what worked for me, after half a day of messing with values.
And this is not for a mill, so the torch will never be under the material height, hence no need for negative values.
